
Pennsylvania Education for Children and Youth Experiencing Homelessness (ECYEH)
The Pennsylvania Education for Children and Youth Experiencing Homelessness (ECYEH) program offers statewide guidance, training, resources, and information on the federal McKinney-Vento Act and the educational rights of children and youth experiencing homelessness. This support is designed for school district and charter school personnel, shelter and social service providers, and other professionals working with youth and families across community-based settings.
What is the McKinney-Vento Act?
The McKinney-Vento Homeless Assistance Act is a federal law that ensures the educational rights and stability of students experiencing homelessness and mandates their right to immediate enrollment, transportation, and access to essential support services. The McKinney-Vento Act recognizes the unique challenges these students face and aims to minimize disruptions to their education, providing them with stability and support to succeed in school.
The Pennsylvania ECYEH program is funded by the Pennsylvania Department of Education and supported by a State Coordinator, Center for Schools and Communities staff, Allegheny Intermediate Unit staff, and eight regional offices that are located across Pennsylvania. Through this collaboration the program is responsible for:
- informing school districts and charter schools of their McKinney-Vento Act responsibilities to children and youth experiencing homelessness.
- identifying and increasing awareness about the needs of children and youth experiencing homelessness.
- assisting in revealing and overcoming educational barriers.
- explaining current legislation and policies.
- providing professional development, training, and practical tips for working with students experiencing homelessness.
- providing monitoring, data, and evaluation support and reporting to meet federal and state compliance.
